Puerto Rico has made some of the most significant improvements in animal protection laws in the nation. According to The Animal Legal Defense Fund, Puerto Rico has improved its animal protection laws by 91% over the past five years. Puerto Rico ranked at 23 among the 50 states, Washington, D.C. and five territories.
Puerto Rico was among six jurisdictions to strengthen their existing felony animal cruelty laws. It is a felony, under the animal cruelty laws in Puerto Rico, to make repeated or aggravated animal neglect, repeated abandonment, or abandonment that results in the death or serious injury of an animal, and the sexual assault of an animal.
